Russia Chooses BPC for Universal E-card Implementation

BPC Banking Technologies, a provider of open system electronic payment (e-payment) solutions for the global financial industry, has been selected to provide key infrastructure components to support the planned introduction of the Universal Electronic Card (UEC) in Russia.

The UEC is one of the major planks in the federal government’s ‘e-government initiative’. The UEC will be a multi-application smart card carrying applications such as a citizen identity card, state medical insurance, pension entitlements and payments. Applications and services on the UEC will be available at federal, regional and municipal levels.

BPC’s e-payments suite, SmartVista, will be responsible for data processing services across the full range of services available on the cards. This will include data capture, routing and authorisation for services requested by individual cardholders, such as insurance, pension services, etc. SmartVista was selected for its highly flexible architecture, ease of configuration and state-of-the-art security levels. Additionally, SmartVista’s proven scalability will easily manage the vast data flows across this national programme.

“This major strategic government imitative requires the best technological solutions available,” said Alexander Kapustin, business development director, UEC. “We went through an exhaustive appraisal of international vendors and found that BPC’s SmartVista suite met all our requirements for the data management aspects of the programme.”
