US-Mexico Remittances Initiative Empowers Mexican Rural Banks

The global remittance landscape has long been dominated by a few major players, often charging exorbitant fees and implementing restrictive policies that limit access for vulnerable populations.

However, a  new initiative is set to disrupt this status quo, empowering rural community banks in Mexico and transforming the way U.S.-based Mexicans can send money back home.

The Interledger Foundation, an organization dedicated to building an open, interoperable payment network, has joined forces with the People’s Clearinghouse, a social sector tech platform servicing community banks in Mexico, to develop a revolutionary cross-border payments infrastructure.

Bridging the Financial Divide

For many US-based Mexicans, the process of sending remittances to their loved ones back home has been fraught with challenges. Traditional private money transfer services often impose high fees, steep minimum requirements, and lengthy wait times, creating significant barriers for those seeking to support their communities.

Moreover, these services do little to empower local financial institutions or the communities they serve, perpetuating a cash-based ecosystem where capital never enters the ledgers of community banks.

The Interledger Foundation and People’s Clearinghouse are determined to change this narrative. Their collaborative effort aims to arm rural community banks in Mexico with the digital infrastructure and secure payment capabilities they need to transform remittance flows into capital for local reinvestment.

This initiative will enable these community banks to receive remittances directly into their clients’ accounts, generating deposits that can then be leveraged for increased lending and investment within the local economy.

Leveraging Interledger Protocol and Rafiki Software

At the heart of this project is the Interledger Foundation’s Interledger Protocol (ILP), an open and neutral protocol for transferring money.

By tapping into the ILP and the Rafiki software, the People’s Clearinghouse will create the necessary internetwork connections to facilitate seamless cross-border payments. This will allow everyday users to bypass the traditional private money transfer services and route their payments directly to local credit unions and community banks in Mexico.

The initial phase of this project will focus on the 140 members of the Mexican Association of Social Sector Credit Unions (AMUCSS), a network of community banks serving rural areas of Mexico.

By providing these institutions with the digital infrastructure and secure payment capabilities they need, the Interledger Foundation and People’s Clearinghouse aim to transform the way remittances are handled, ensuring that the capital generated can be reinvested locally to drive sustainable development and economic growth.

Addressing the Lack of Incentive

One of the key challenges in building infrastructure for rural banks has been the lack of incentive for U.S. financial institutions to invest in such initiatives.

However, the Interledger Foundation and People’s Clearinghouse recognize the immense social and financial benefits that a streamlined, affordable cross-border payment gateway can bring to Mexican communities and residents.

The Interledger Foundation views this project in Mexico as a blueprint that can be replicated in other regions around the world, where underserved and rural populations have long been neglected by the traditional financial system.

By democratizing access to cross-border payments, the foundation aims to empower communities and drive economic opportunities that have been historically out of reach.

Driving Innovation and Sustainable Development

The new cross-border payments infrastructure will not only facilitate remittance flows but also open up Mexico to a wide range of unforeseen applications that can drive commerce and create new opportunities.

By integrating community banks into the digital payment ecosystem, the Interledger Foundation and People’s Clearinghouse hope to catalyze innovation and sustainable development within these underserved regions.

The Interledger Foundation is largely funding this initiative. Additionally, the project has garnered the support of Mojaloop, a payments infrastructure backed by the Bill and Melinda Gates Foundation, as well as Thistaworks, a Singapore-based fintech company, to ensure that community banks have the necessary core technical systems to seamlessly manage the influx of remittance flows.

Global Interoperability Network

The Interledger Foundation’s broader mission is to broaden access to financial capabilities for millions of users across the globe through an open, interoperable payment network that transcends geographic and institutional boundaries.

The organization is actively pursuing initiatives in various regions, including the United States, Jordan, South Africa, Singapore, and Amsterdam, with the ultimate goal of creating a truly democratic and inclusive global financial system.

Fintech companies interested in contributing to the Interledger Foundation’s global interoperability network are encouraged to submit proposals.

Selected projects will receive up to $250,000 in funding to support the integration of interoperability into existing financial and payment infrastructures, further expanding the reach and impact of this transformative initiative.
